
The WA Government, through the Department of Primary Industries and Regional Development, funded GIWA on behalf of the WA grains industry to develop Strategic Priorities for the WA Grains Industry covering the decade to 2035.
These have been developed through extensive consultation with WA grain supply chain representatives and informed by consultation with, and the strategic plans, policies and priorities of relevant State and national industry organisations servicing the grains industry.
This process elicited the five strategic priorities that have the greatest potential impact for the WA grains industry over the decade to 2035 and which require a shared understanding and the collective involvement and support of key industry stakeholders to address have been identified through extensive industry consultation and are presented here to guide collaborative industry action. While focussing only on these five strategic priorities, the critical importance of the many other issues that are ‘business as usual’ for growers, businesses and organisations involved in the grains industry is firmly acknowledged.
GIWA is now inviting additional input from industry stakeholders to the draft Strategic Priorities for the WA Grains Industry 2035+. The closing date for Feedback is Monday 17th November 2025, with a final version of the Strategic Priorities due for release by the end of the year.

Commodity Specific Priorities
In March and April 2025, workshops were held with GIWA’s Wheat, Barley, Oat, Oilseeds and Pulses Councils to:
- Obtain input from these five Councils into the development of the Strategic Priorities for the WA Grains Industry 2035+, and
- Identify the top two or three issues that could/will impact the sustainability and profitability of particular commodities for the next decade.
These issues provide an opportunity for the GIWA Councils to consider a decade long strategic view beyond the immediate challenges and business of each Council.
These issues will be shared with national and state organisations and agencies to inform their planning, actions and investment, and it is GIWA’s intention to have its commodity Councils review these commodity specific priorities on an annual or biennial basis to determine their currency.

WA Grains Industry Strategy 2025+
In February 2015, GIWA launched the WA Grains Industry Strategy 2025+, a strategy to double the value of the WA grains industry by 2025. The WA grain industry accounts for around 50% of the farm gate value of agriculture in the state, and around 40% of the value of grain exports from Australia.
The strategy was produced by the Grain Industry Association of WA, funded by DAFWA (now the Department of Primary Industries and Regional Development – DPIRD) and launched by the former Minister of Agriculture and Food WA. GIWA members and invited stakeholders provided supply chain contributions over a nine month consultation period from every sector of WA’s export oriented grain supply chain ie researchers, plant breeders, growers, grower groups, agronomists, farm advisers, input service providers, banks, feed and food grain processors, bulk handler and accumulators, container exporters, marketers, and industry organisations.
The strategy comprised of eight industry wide actions, as well as a raft of specific recommendations for the major grain commodities grown in WA ie wheat, barley, oats, oilseeds and pulses (lupins, field peas, faba beans, chickpeas and red lentils).
